You don’t pay royalties: you negotiate a license to use the quotation from the song, which may cost a lot or a little or nothing at all or a sushi dinner for Greg Brown.

If people try and charge TOO much, like crazy money, I’ll go and find another song lyric. But most music publishers are sane.
