It’s just that little area of space. It’s not the whole Universe.
I like to think that the construction of the Good Omens universe was rolled out in stages, which happened before time properly started, and there may have been delays caused by (for example) the great war between the angels and the rebel angels, which needed to happen and be wrapped up before the Earth bit and the Garden of Eden could happen, and the 6000ish year clock officially start ticking.
